Synapse and Synadm

The Synapse implementation has been released since Synapse v1.42.0, and support for registration token management in synadm is available in v0.31.

This makes it a lot easier to use registration tokens: just enable the Synapse config option (registration_requires_token) and use synadm regtok new. Client support is still lacking though :(
